Strategic Dialogue Between Egypt and the United States on African Affairs, with a Focus on Sudan

the Foreign Minister condemned the egregious violations that occurred in El-Fasher in recent weeks, expressing deep concern over the tragic deterioration of the humanitarian situation and the urgent need to put an end to these grave abuses.


 

A high-level strategic dialogue was held on Sunday, November 2, between Egypt and the United States, addressing key African issues — most notably the situation in Sudan, where the atrocities committed in El-Fasher by the Rapid Support Forces (RSF) have shaken the international community.

The Egyptian delegation was led by Dr. Badr Abdel Aty, Minister of Foreign Affairs, Immigration, and Egyptian Expatriates, while the U.S. side was headed by Mr. Massad Boulos, Senior Advisor to the U.S. President for Arab and African Affairs, with the participation of Mr. Michael Rigas, Deputy Secretary of State for Administration and Resources.

The consultations covered a range of regional topics, including developments in Sudan, Libya, the Great Lakes region, the Horn of Africa, and Egypt’s strategic dossier on water security.

Ambassador Tamim Khilaf, official spokesperson for the Egyptian Ministry of Foreign Affairs, stated that both sides reaffirmed the strength of the strategic partnership between Egypt and the United States, the depth of bilateral relations across various sectors, and the foundational role this partnership plays in promoting security and stability in the Middle East and Africa.

Both parties expressed their commitment to further enhancing cooperation in political, economic, and security domains, and to deepening coordination on regional issues of mutual concern. They emphasized the importance of the strategic dialogue as an institutional mechanism for exchanging perspectives, strengthening coordination, and advancing bilateral cooperation.

The spokesperson added that the talks addressed several regional developments, particularly the deteriorating situation in Sudan. Minister Abdel Aty reiterated Egypt’s principled stance in support of Sudan’s unity, stability, and national institutions. He highlighted Egypt’s efforts within the Sudan Quartet Mechanism to promote de-escalation and achieve a comprehensive ceasefire.

The Minister stressed the urgency of coordinated efforts to establish a humanitarian truce and a nationwide ceasefire, paving the way for a comprehensive political process in Sudan. He also underscored the need to increase humanitarian aid and ensure its delivery to all regions of the country, calling for enhanced coordination with humanitarian organizations and the Sudanese government.

He emphasized the priority of establishing humanitarian corridors to facilitate aid distribution, given the worsening conditions on the ground, and reaffirmed Egypt’s continued commitment to providing humanitarian assistance and relief to the Sudanese people.
