The Reagan-Fascell Democracy Fellows Program is an international exchange program that accelerates the work of civic leaders, frontline defenders, tech innovators, journalists, scholars, and activists who are leading the charge in the global fight for freedom. While in residence at NED's International Forum for Democratic Studies, in Washington D.C., fellows conduct cutting-edge research, incubate bold initiatives, and forge lasting connections across borders. They share hard-won lessons with peers navigating similar struggles elsewhere, test new approaches, and plug into a global network of changemakers shaping democracy’s future.

The Reagan-Fascell Fellows Program serves as NED’s “democracy accelerator”—a space where the most pressing challenges to global freedom become opportunities for breakthroughs in analysis and action. We host practitioners tackling authoritarian encroachment, technologists building tools for civic resilience, scholars analyzing the forces reshaping democratic life, and others working on the frontlines of freedom. Applicants should situate their work in a transnational context, exploring how their insights and strategies might inform other regions, other civic partners, and NED's work advancing freedom abroad.

We welcome applications from experienced democracy advocates ready to deepen their impact and expand their reach. Please share this opportunity widely!

Eligibility: The program offers two fellowship tracks: a practitioner track and a scholarly track. All candidates must demonstrate a track record advancing democracy and human rights, plus a working proficiency in written and spoken English.

Practitioner Track: We prioritize applications on the Practitioner Track, intended for practitioners from transitional democracies, repressive societies, and other settings where freedoms are under threat. We welcome applications from activists, civil society professionals, journalists, human rights defenders, lawyers, religious leaders, artists, and others with substantial experience working to advance freedom.

Scholarly Track: This track is intended for scholars holding a Ph.D. or equivalent terminal degree in relevant fields such as political science, governance, human rights, law, or related disciplines. We welcome applications from scholars of any nationality whose research focuses on the forces that aid and impede the advance of freedom in transitional democracies and authoritarian settings.

Support: Fellows receive monthly stipends for living expenses, health insurance, travel reimbursement, and research support.

Fellowship Dates: Fall 2026 Session: October 1, 2026–February 28, 2027; Spring 2027 Session: March 1–July 31, 2027.
